The value proposition for this company/ restaurant - would be their ability to offer something unique and unusual. The Food and Wine they are serving is inspired by a hugely popular television show. The page goes on to describe its process to create the food they make and the wine they serve.

Call to Action?
These comments ignite a passion and it piques the interest of the person reading the page. They go on to discuss how a dish has a certain color and that is how they pair the wine to it.
Is the food that good? I must find out for myself.

What Demographic?
I believe they are trying to attract the younger crowd, possibly the Millenials to the art of wine and food. By using the popular tv show "Game of Thrones" that has an enormous follow and dramatic key words/ phrases, "WE DO WINE PAIRINGS WEIRDER THAN ANYONE ELSE.", "dramatic flourishes of sauces and reductions like paint on a canvas.
I believe they are trying to get new, younger customers into their restaurant. I think they are doing a great job of creating an interest and getting people in the door.

Is it obvious and clear what they want visitors to do to convert?
Yes -They want to entice people to their establishment based on a shared passion for food and wine their visitors are intrigued by their unique approach to creating their menu, and will keep coming back. 
Getting customers in the door is half the battle, if the food is as good as they say... customers will return.
